This is a bilingual policy brief (Chinese and English) jointly issued with the Taiwan-Asia Exchange Foundation, a prominent think-tank based in Taipei. It provides an overview of the labour recruitment system of Japan, South Korea and Taiwan and analyses the risk of debt bondage through the payment of recruitment fees for migrant workers arriving for employment.

CRT日本委員会は、WBIと台湾亜州交流会(TAEF)による報告書の日本語版「東アジアにおける尊厳ある移住:日本、韓国、台湾における移住労働者の募集・斡旋手数料に関する政策比較」を作成しました。本報告書は、東アジア3か国である日本、韓国、台湾への移住労働者における募集・斡旋手数料に関する政策比較を行い、政策改革への課題を示しています。報告書を通したメッセージは「雇用者負担の原則:雇用にかかる費用はすべて、移住労働者ではなく、雇用主が負担する原則」というものです。

This Policy Brief is intended as an introduction to the labour recruitment system of these three key East Asian economies and highlights areas where the systems differ. It addresses the first of the Dhaka Principles for Migration with Dignity (the “Dhaka Principles”), which start with the principle that no fees are charged to migrant workers. Moreover, this brief outlines where opportunities exist to improve the protection of migrant rights by ensuring that no worker-borne fees are levied throughout the labour migration process.

與台灣亞洲交流基金會共同發布、本篇政策摘要概述了日本、韓國與台灣的跨國勞動力招聘制度,分析外籍移工在求職過程中,因支付招聘費用而陷入債務勞動的風險。本篇政策摘要不僅介紹和比較台日韓三國的跨國勞動力招聘制度,我們也援引《達卡原則》(Dhaka Principles for Migration with Dignity,簡稱「達卡原則」)的第一條基本原則—不得向移工收取任何費用7,期盼進一步提出改善的契機,以增進對勞工權利的保護。
